Apply directly to upper & lower lash line. Can also be used for lining the waterline. Twist up the pencil as needed. Secure the cap to prevent drying. For a smudgy effect: Apply eyeliner to upper and/or lower lashline and immediately use your finger or pencil brush to smudge out the color before it sets.
